The application of information technology is an important element in encouraging community empowerment, especially in the era of digitalization. The Community Service Program (PkM) implemented in RW 009, Jatiwarna Urban Village, Pondok Melati District, aims to increase the capacity of residents through two main programs: (1) TB3M (Taman Belajar Membaca Al-Qur'an, Tulis, Menghitung), which is designed to improve the basic literacy of early childhood; and (2) the development of an online-based population data system that facilitates the management of residents' administrative data. Implementation methods include coordination, observation, socialization, training, and evaluation. Questionnaire results showed that the level of community satisfaction with this activity was very good, with 50% of participants giving an “Excellent” rating and 44.6% giving a “Good” rating. The digitization of the population system succeeded in improving efficiency in managing citizen information and accelerating decision-making at the community level. This program not only has a positive impact on partners but also strengthens the synergy between universities and communities. The implementation of this activity is a clear example of the contribution of higher education in supporting community empowerment through the Tri Dharma of Higher Education, especially in the field of community service.
