Abstrak

Penelitian ini bertujuan untuk mengkaji lebih dalam tentang penerapan e-government di Mall Pelayanan Publik Berkah Dayanan Kabupaten Bolaang Mongondow Selatan serta untuk memahami sejauh mana inovasi ini telah meningkatkan kualitas pelayanan publik dan apa saja tantangan yang dihadapi dalam proses implementasinya.

Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Pengumpulan data dalam penelitian ini dilakukan melalui observasi, wawancara dan dokumentasi pada pegawai pemerintah, pemangku kepentingan dan masyarakat pengguna layanan. Hasil penelitian ini menunjukkan bahwa kebijakan e-government telah ditetapkan untuk meningkatkan kualitas pelayanan publik, namun implementasinya belum optimal. Dari segi efektivitas, layanan digital masih terkendala oleh gangguan teknis dan rendahnya literasi digital masyarakat. Efisiensi yang diharapkan melalui digitalisasi pelayanan juga belum tercapai akibat keterbatasan infrastruktur teknologi dan konektivitas internet yang tidak memadai. Transparansi layanan menunjukkan potensi untuk ditingkatkan meskipun kepercayaan masyarakat terhadap sistem digital masih rendah. Hambatan utama meliputi ketersediaan sumber daya manusia yang belum optimal, resistensi terhadap perubahan teknologi dalam organisasi serta keterbatasan infrastruktur teknologi dan anggaran. Selain itu, kesenjangan literasi digital masyarakat menjadi hambatan signifikan dalam memanfaatkan layanan berbasis teknologi. Temuan ini memberikan kontribusi pada pengembangan kebijakan yang lebih adaptif dalam mendukung keberhasilan e-government di Kabupaten Bolaang Mongondow Selatan.
